My mom has a close friend who is a police officer in my city and he is willing to help me, I am going on a ride along with him soon, so I was just wondering If he were to recommend me, would I have a better chance of getting hired?

Yeah, you would, but it would only help out just a bit. Whether you get hired or not still greatly depends on your possible tickets, drug use, crimes, etc. Not to mention your interview with the Chief, physical exam, polygraph, etc. But his recommendation would not hurt you but only help you. To what extent though, I don't know. Maybe it depends on who he is in that department.

With many departments, you might have a better chance if a respected officer recommends you.
